Are both questions used when asking someone (in the "tú" form) where they're from? For example, from the United States, Canada, Australia, the United Kingdom, etc.?

de dónde eres por lo general se habla del país o estado de origen de la persona y dónde vives se habla sobre la recidencia actual de esa persona, por ejemplo si hay un extranjero viviendo en un país y le preguntas de donde es ter dirá su país de origen y si le preguntas donde vive te dirá el lugar de su recidencia

Both can be used to ask about the nationality of a person, however, the question "¿De dónde vienes?" may also be used to ask about a previous place the person visited or was at (For instance, if a person suddenly appears out of nowhere and startles someone, the startled one might as this; or if the questioned person is caught trying to sneak into the house after breaking out to go to party they couldn't attend due to being grounded)
The question "¿De dónde eres?" is usually always understood as asking for a place of origin, most times being their hometown or home country, but it may be used to ask for an organization (For instance, let's say a company owns multiple sites, a, b, and c, and one day it decides to organize a giant potluck with all their employees. Then the employees may ask one another either of your 2 options to inquire if they cam from site a, b, or c)

BTW, recidencia is misspelled. It should read "residencia"

"¿De dónde eres?" means "where were you born?"
"¿De dónde vienes?" means "from what direction do you come from?", or what location (even though you weren't born there).
You can also ask "de QUÉ país eres".
–¿De dónde eres?/¿de qué país eres?
–De México ( I was born in Mexico).
–¿De dónde vienes?
–Vengo de México (I was in Mexico, but I was born in Canada).
