In this sentence “it‘s” means “it was”? Or shouldn’t it be “is brought”? Anyway I can’t understand the construction of the sentence, the meaning. Can you explain it to me?

'it's' means 'it is' = it is now the time ... for some action to happen
it is now the time for my father to be brought to his knees - but this hasn't happened yet, it is something you want to happen, so you're actually saying to someone:
Now is the time that my father SHOULD be brought to his knees
in a lot of phrases, we say 'time' + 'was/were':
It is time you were in bed, so why are you still watching TV?
It's time you were married and had a family (so stop going to parties and start acting responsible)

'it's' means 'it is' = it is now the time ... for some action to happen
