The first one is conditional dependent upon the time – when, in the future, you decide to stay in Tokyo, I will be happy.

The second one is simply about the state of the person, if the conditional element is satisfied – IF you stay, I’m happy. The time element of the future is not emphasised.

Effectively, however, they mean the same thing – it’s just two different ways of saying it, with slightly different emphasis.
