Strangely enough, it doesn't really really change the meaning in this case.
There is a subtle difference perhaps:
The laws = specifically and demonstrably referring to the laws in question
Laws = those laws in general that...
But honestly it's splitting hairs. Either way is fine.
FYI "are counted but a laughingstock" < did you make that yourself or read it somewhere? It sounds a little off to me. Maybe "are considered/counted but as a laughingstock."
