The difference is the emphasis. With the first sentence, the emphasis is talking about anime. The emphasis in the second sentence is talking with your friend.

Technically, there is no difference. "With my friend" and "about anime" are both phrases that describe "talking".
But, whichever one is first may have a little more focus on it. It's usually a good idea to put the most important information first. For example, if you were mainly talking about how you're talking about anime, that you talking about anime was the most important part, then the first one would make more sense. In contrast, if the main thing is that you were talking with your friend, and that you talking with your friend was the important part, then the second one would make more sense. Usually, if you have information that isn't the main thing you're trying to say or the focus of the sentence, then you should put that last.
