If the tsunami struck 10 years ago and you want to say that the news at that time when it happened made every one sad, then you should use the second sentence.
However if the tsunami struck recently and the news still makes people sad then the first sentence suits better.

was very saddening - used to make people sad. [when tsunami happened doesn't really matter, what's important is whether it used to make people sad or still makes people sad]
