Cuál is similar to "which one" ¿Cuál es tu carro? Which one is your car?. So you cannot say:
Cuál hora? Cuál día?, Cuál mes? Cuál año?

No, no one would say "¿Cuál hora es?", it literally means "Which time is it?" (though I know there're lots of times when this rule of "qué = what" and "cuál = which" doesn't work)
And I don't think the way in which "cuál" is used changes from place to place, it's a word as common and essential as words like "dónde" or "cómo", words that are part of the essential foundation of the language.
There are cases when you could use "cuál" before a noun though, but after thinking about it I think all of them are interchangeable with "qué" (not the other way around, though)

Te informaste mal. Nadie dice "¿cuál hora es?”. ¿Sabes por qué no? Porque esa es una referencia a objetos, no a conceptos. La hora es un concepto. Lo mejor de todo es que tu cerebro está comenzando a pensar en español. ¡Buen síntoma! ¡Bien por ti!✌️
