Yes.
The reason why the average American would be able to understand that is because his intonation and rhythm is the same as a native English speaker's.
There's another video out there of a white guy (Ken Tanaka is his Youtube name) speaking English with a "perfect" heavy Japanese accent. His English in that video is also very easy to understand, for the same reason.
(The video is called "How to speak Japanese without hardly saying a word".)
