I'm afraid it's hard to tell. I've never heard of a collar being used in this context, so I'm as confused as you are :Z

A collar can mean the thing you put around a pet's neck. But in this context it refers to making an arrest.
If you watch a lot of police shows, it will come up occasionally. The officer that makes the arrest is the one who "gets the collar"
So, she was brought into jail shortly following her arrest.
