1. There have never been+ countable plural noun
2. There has never been+ countable singular/uncountable noun

I don’t think “There never been” is grammatically correct. It lacks a verb, which doesn’t make it a correct sentence. I think the answer might be a typo. The correct answer, in my opinion, should be “There have never been so many spectaculars than before.”

Also, the main clause is supposed to be in present tense, because it’s contrasting, comparing to the past. That’s why the be verb “were” might not be the best answer, either.
