Isn’t she supposed to have learned Japanese before she started to work in Japan* I don’t think it’s a phrase I would use, but the difference between the sentences is that the first sound a bit more condescending than the second, since you ask it as if it was a requirement to learn Japanese before coming to Japan. The second sentence is more suitable if you’re asking for her sake or in general, as in ”wouldn’t it be good if she learned Japanese before she came to Japan?”. More like an expectation but not a requirement. This is just how I interpret it.
