"If I were rich, I'd buy everything" can also be written as "Were I rich, I'd buy everything." You can read your example as "whether it be..." where "be" tells you that it is in the subjunctive instead of the indicative where it would be "whether it is." This inversion is not very common in modern written English, and it is even less common in spoken English. However, the subjective in general is definitely used: "If I were..."
