You can always use either voice. In other words:
Anything that you can express with the passive voice you can also express with the active voice.
Anything that you can express with the active voice you can also express with the passive voice.
"How can I use the active and passive voices?" is a question far too long to answer here, and I'm not sure I know the whole answer.
