Pergunta sobre Inglês (EUA)
I think I've heard this expression before, and it's always at the end of the sentence: "That is!." Is this expression right? Note that I'm not trying to say "that's it" or "that's all"

It sounds to me like someone trying to correct themselves after fumbling their words. I don't think it's necessarily wrong but there are better ways to correct oneself.
