A county is a region of a state. States are divided into different counties. Each county can have different cities or towns within. Sometimes, a large city can include different counties within itself (like New York City, which has 5 separate counties).
A state is basically a territory, or one of the territories, of a government (eg. the New York State or the California State).
A capital is the city or town that is the official seat of government in a country, state, etc. (eg. Tokyo is the capital of Japan).
A district is any division of territory, as of a country, state, or county, marked off for administrative, electoral, or other purposes. It can also refer to an area that has been selectively set up for a specific characteristic/service/population. Two examples are school districts (a housing area where those kids attend a designated school) and a shopping district (an area primarily for a group of stores).
A municipality is a city with a local government. If it has a mayor, etc. it is a municipality. It is also referred to as incorporated. If a city doesn't have a local government, it is called unincorporated.
