Citizenship means you are a citizen ie British citizen. If you have, or are granted, citizenship you can get a passport. In many countries citizenship is required before you can vote in general elections (for Parliament).
A permanent resident is someone who has been granted the right to live in a country (be resident) for an unspecified/indefinite time frame (permanently). They normally have fewer rights than citizens.

@daniellajakobsson If you're asking specifically about how each applies to UK then my understanding is "permanent residency" used to be what EU/EEA members were granted after they had lived in the UK for 5 years, you can't apply for it before you arrive. Also because of Brexit I think it is being discontinued.
Citizenship is either something you have because of who you parents are/were, or you can apply for after living in the UK, taking various tests etc.
