It’s very formal. People would think you’re being sarcastic if you use it while speaking. It’s most regularly used when addressing formal emails/letters with “To Whom It May Concern:”

It's kind of a dead word.
Even some of the smartest, most intellectual native speakers I know don't know how to use it properly, because it's mostly out of use.
I've even seen Jordan Peterson use it wrong, and that guy is eloquent af.

@7me It’s not always sarcastic, but you might get made fun of if you use it with friends. It’s overly formal for spoken conversations, unless you’re talking to someone very important.
