There really isn’t much of a difference but “confuse someone with” is when you think of something about someone else and confuse it with the other. “I confused Carol with Abby because they both had similar stories” and “mistake someone for” is mostly used when you think you see someone but really it’s a stranger or someone else. “I mistook someone for Gabe because of their haircut”
