Well, the phrase you quoted is actually "could have ever happened", but you can also use "could have ever done" this way: "Starting this business is the best thing I could have ever done." It means that out of all of the possible things I could have done at the time I started this business, starting a business turned out to be an excellent choice, because it has worked out very well.
