Is there any universal rule on when to use "bir" before a word? For example, when to say "adam" and when "bir adam"?

@bartoszmikoda I don't think so. If you want to specify the amount, you can use "bir".
Bir adam geldi. -> A man came.
Adam çalışmıyor. -> The man doesn't work. / The man isn't working.
Even if you don't say the amount it's okay. There's no exception comes to my mind about it.
Bir kitap aldım. -> I bought a book.
Kitap aldım. -> I bought book. (It's grammatically incorrect in English but correct in Turkish.)
