Are you asking someone what they think of the books they have finished reading ?
If so, the more natural way to say it would be "Tell me how the books were like"
"Tell me what the books are like" - for me, this sounds like you are asking what the books look like physically (cover/colour/thickness)

They both sound natural. But the first one is present tense and the second one is past tense
