I think it might be helpful for you to reconsider the role of helping verbs in English: verbs like I see, it seems, appears, has... many others. they really just take the place of the verb to be.

It seems as though he's angry with me: he IS angry.
I have never heard of that! : That IS not a thing I am aware of.
