Context mostly. If you go to a park. when you arrive you would say "I'm at the park". You wouldn't say on the park. Youd use on as if you were standing on top a hill. like "I'm on the slide". Also if you went to a new city and someone asked where you're at. Youd say "I'm at this city"

"remember to put on sunscreen"
"Person 1: Where is my pencil?
Person 2: It's on your desk."
"Let's go hang out at the park. We can play on the play ground."
"My kids are at Tim's house."
"There are so many fun things to do at a festival."
I hope this helped. :)
