"She has a neighbor whose dog barks at everyone" one of her neighbors has a dog who barks at everybody (implies the speaker isn't too interested in the neighbor + dog, but is talking more about the girl, he just happens to mention that one of her neighbors has a loud dog)
"She has the neighbor whose dog barks at everyone" her neighbor is that one guy with the barking dog that we know about (implies the speaker and listener both know who that neighbor is, maybe he was brought up in conversation earlier, or is just notorious for having a loud dog)
In this situation, the difference is in "a" and "the", "a" not being specific, and "the" being specific

"she has a neighbor whose dog barks at everyone" is correct, and the first one isn't. we don't speak like that. with sentences and instances of possession like this, you would go for the indefinite "a/an".
my sisters has a raggedy ann doll.
