"I'm off on holiday." - "I'm going on holiday."
"I'm off to the zoo." - "I'm going to the zoo".
"I'm off!" (= I am leaving now).
"I'm going [now]!" (= I am leavig now).
"I'm going" is also the simple future in English:
"I'm going to write a letter". Clearly "I'm off to" isn't used in this way.

One difference is that "I'm off to ..." is more colloquial. That doesn't mean that "I'm going..." is formal, but there is a slight difference, e.g.: "I'm off to America." sounds more casual/relaxed than "I'm going to America."
