"Buoy" is usually only used to describe floating signs and markers, not livesaving devices.

@liu_jun life I looked it up and they are the same thing. Life saving flotation devices. The life preserver is often thought of as a life vest.

A life presever is a flotation device that is thrown to a person who fell through the ice on a lake or to a person who fell overboard a ship. A life buoy is one of those round things that you used to see on ships. You throw them to people who can't swim.

I've never heard the phrase "life buoy" before. Maybe it's British.
