Como é que se diz isto em Inglês (EUA)? The JOC has decided not to accept spectators from overseas. I’m a member of the 2020(2021)Games volunteer and one of my motivation was to help people out in English. My English is bad though. I was ready to the decision but am so disappointed.

1. "I’m a member of the 2020(2021)Games volunteer"
This is not quite correct. I can think of two options.
A. Something like "I'm a member of the 2021 Games Volunteer Group." You need something after "volunteer."
UNLESS
B. You could also say "I'm a volunteer for the 2021 games.
2. "...one of my motivation was to help people out in English."
"motivation" needs to be plural. Saying "one of" means that you have multiple motivations, and helping people is just one of those motivations. Like if you said "one of these cars is mine." One of them is yours, but yours is only one car out of many cars. So "motivations" would be correct. Like this → "...one of my motivations was to help..."
3. "...help people out in English..." should be "help people out with their English."
"...help people out in English..." is like saying 「英語で人々を手伝う。」
4. "I was ready to the decision but am so disappointed."
This would sound more native like this → I was excited but my English is bad anyway. I'm pretty disappointed. "
So altogether it would look like this:
The JOC has decided not to accept spectators from overseas. I'm a volunteer for the 2021 games and one of my motivations was to help people out with their English. I was excited but my English is bad anyway. I'm pretty disappointed.
