Pergunta sobre Inglês (RU)

On ( / At?) what occasions do you use "at" for "occasion"? I believed you would always use "on". However, I have come across the sentence below and am a bit confused about which one to use.

"Formal occasions are special occasions at which people wear smart clothes and behave according to a set of accepted rules."

(This is a definition of the word "formal" in Collins English dictionary for learners.)
