On ( / At?) what occasions do you use "at" for "occasion"? I believed you would always use "on". However, I have come across the sentence below and am a bit confused about which one to use.
"Formal occasions are special occasions at which people wear smart clothes and behave according to a set of accepted rules."

This isn't a general rule because there are several ways you could use it, but "on" would be used with the purpose of the occasion, while "at" would be used with the actions people do when they are at the location of the occasion

Some occasions do not require a location, for example, birthdays. These are occasions that are observed, but not necessarily attended. In these cases, we would always use "on".
• A birthday is an occasion on which we celebrate a person's life
• Memorial Day is an occasion on which we remember history
