I'm busy is saying that you've got some work that you need to do, and don't have much time for anything else.
I'm swamped means you're buried with work, you have lots of it, but I don't hear this word a lot.
I'm overwhelmed means you feel very stressed out from the amount of work you have, and don't know what to do about it.
I'm tied up is just saying you're in a difficult spot and can't get out.
