The difference is whether a public company issued new shares (when they "went public", or some time later).
"Share capital" is the money received when a company issues *new* shares.
A company that "goes public" via an IPO offers new shares to the public in return for "share capital".
A company that "goes public" via a "direct listing" makes some existing shares available to the public, but that process does not produce any new "share capital".

@Thuy_Xuan Are you talking about a non-profit company? I don't know how "share capital" is related to non-profit companies. (my answer described for-profit companies, when/after they "go public")
