Whats the difference between ¿Qué tal? and ¿Qué hay?

Both mean "how are you?" or "what's up? ". "¿Qué tal?" is what's commonly used in Spain, while the other you don't hear it here that much. But both are okay and will be understood anywhere.

it's like, howe you, how you doing, etc.. different ways to say "hello"...but "Que tal" is a little informal... between friends, maybe.

It's the same. Used in the same contexts but I'd say "¿Qué hay?" has more usages apart from the "¿Qué tal?" one.

"¿Qué hay?" is also used when you go to a shop, a bar or a place full of people and you frequently go to that place so you're familiar with the owner, shop assistants, the waiters or the people there and you just say "¿Qué hay?" but you're not referring to someone in specific. It's just like saying "Hi" to everyone making you sound more friendly.
Another situation where you can use it, it's when you go to some place where you have to be helped or assisted by someone (example: the doctor). It's used when this is gonna be an uncomfortable situation (and you just don't wanna to be like that and sound more friendly) so you say "¿Qué hay?"

So, to sum it up, you can use "¿Qué hay?" whenever you're gonna be helped, taken care of or assisted by someone and you want to sound friendly.

"¿Qué tal?" is more used when you already know the person and you're a little more close to each other.
(You can also use "¿Qué hay?" instead of "¿Qué tal?" )
