I think it's more nuanced than the previous response. The first sentence means you're likely to have to try multiple things, like "I would start by trying this, then I would try something else, then this, etc."
The second sentence implied you should start trying, but doesn't imply that you'll have to try something else next.

You can use both of them but the second is more natural and pretty that the first
With BY you insist while without BY you don t insist
