母 is usually used:
* when you say to someone about your mother
ex. これをあなたに話したのは(私の)母ですか。 My mother told you it?
お母さん is usually used:
* when you say about someone's mother
ex. あなたのお母さんは元気ですか?Is your mother fine?
* when you talk to your mother
ex. お母さんはどう思う? Mom, what do you think it?
* when your mother calls herself in conversation with you
ex. お母さんは愛しているよ。 (mom says) I love you.
