Religion always relates to beliefs, but beliefs do not need to relate to religion.
example 1: Christianity is a religion that believes in Jesus
example 2: most people believe that slavery is bad
does this make sense?

religion refers to spiritual beliefs (usually organized and structured)
belief can be any belief, not just limited to spiritual matters
religion =宗教
belief =信じること

Many Japanese people say "I don't have any religion". Actually most of us don't belong to any religious Organizations. But many Japanese people go to a temple or a shrine and pray for god or ancestors. In addition, many Japanese cultures and values are based on buddhism and shintoism.
Therefore, whenever foreigners ask me about religion in japan, I always hesitate to say neither "many Japanese people don't have any religion" nor "yes, most of Japanese people are buddhist".
Based on the above, if I say "we don't have religion but we have belief", how english native speakers would feel or would understand ?

"we don't have religion but we have belief" should be understood i think.
it's increasingly popular for young people in America especially to say "I'm not religious, but I'm spiritual." in this case they don't have or practice a religion, but they may believe in a god or gods or spirit(s). they may meditate or do other things to connect spiritually to the world, but not necessarily in a way organized religions do.
you may feel differently since you actually are Japanese, so i hope i don't offend you, but as an American, if someone asks me about religion in Japan, i often say that Japanese people aren't strongly religious, but they do have spiritual beliefs and can be pretty superstitious.

@Tetsu_i I understand completely. Correct me if I am wrong, but Buddhism is basically a way of life that revolves around the beliefs of Buddha, right? I don't know much about Buddhism, so I can't give an accurate answer on how what category to place it in :/

Thank you! It is very helpful. Yes, I basically agree with you. Japanese people are not strongly religious and are superstitious. But if you think western people are less superstitious, I'm sure you have never bought a flight ticket of 13th Friday. In Japan, number "4" and "9" are unlucky numbers but we have 4th and 9th floor. hahaha
So now, I have another question. What is the difference of religious, spiritual and superstitious? According to the doctrine is religious and according to the custom or oral tradition is superstitious?

Thank you! I also don't know well because I'm not religious. But I can tell you 2 things. When somebody ask me about religion, if I have time and if they are interested deeply, I explain like following.
1, Buddha is not god or prophet. He is just a human who found the truth of the life out. (Although there are many legends, for example buddha was born from mother's armpits. I don't believe it. hehe). He just preached what is life and how should live.
Buddhism doesn't have a creation myth. Universe is always there. Nobody made universe. Therefore, Buddhism is not only religion but also philosophy, I think. This is a big difference from other religions.
2, Japanese Buddhism is not pure. It's mixed with Shintoism that is a Japanese traditional religion like animism. I haven't studied religion professionally but I think Japanese religion is a syncretism of Buddhism and Shintoism. So, we go to a temple and shrine both.
It is said that gods are inhabited in everything. In a mountain, there is a god of mountain, in a sea, there is a god of sea. Even in one grain of rice, there is a god. Therefore we shouldn't waste foods or something that is still available. It's basic value of Japanese.

the difference between religious, spiritual, and superstitious
religious, as you said is following religious doctrine (or dogam or holy texts) as part of an established tradition.
spiritual can refer to religious thought or practice, but it can also refer to a more vague and less formal way of thinking about ideas related to deities, spirits, and other things, such as energy.
superstitious can be related to religious belief, but i think it's more closely related to and commonly used with folk beliefs. i think superstitions almost always deal with the idea of luck and either doing something to get good luck or to avoid bad luck. some examples are like you said, unlucky numbers, or things like black cats or lucky charms.
