Yes, あの人は暇なんじゃないですか is formal form.
But in conversation, sometimes 「は」「が」are erased, so those are spoken language.
More to say, 暇なんじゃないですか 's original sentence is "暇なのではないですか".
暇なんじゃないですか is spoken language too.
