No, not usually. The tone of voice and situational context would determine how it's received. Example. You're in a very heated argument. You would probably choose something much stronger when you tell your opponent to go away.

No really rude BUT it is somewhat dismissive. It is typical when speaking to a child so you have to be careful about using it with a fellow adult.

It’s not something you’d say in a fight but it is very condescending.
You would say it to a child.
Or when you have a low opinion of someone. It’s kinda disrespectful in most cases.
