“Neither is my native language” is correct, the second one is incorrect~

Neither are my native language is correct the first one sounds weird but i cant tell you why it just does

i guess when using neither you just use are after it

"Neither is my native language" is correct. "Neither are my native language" is incorrect because "are" is only for when you are talking about 2+ things/people and after "you". "language" is one thing. "Neither are my native languages" would make sense.

*** = "I'm not a native speaker of English nor Japanese" "nor" is "or" but you use it when you are saying it also ISN'T something. "I'm not a first-language speaker of English nor Japanese" also makes sense. "either" doesn't make sense here because it would mean you're talking about one of the following. English or Japanese. Not BOTH.
