or you can say
My party start's at 7 and will end at 10

till 7pm is alright but to 10pm dosen't make sense you can even say
My party starts at 7pm and will last until 10 pm

@HuePhuong the first one does make sense and the grammar is okay, but could confuse someone. The second one is clearer and easier to understand.
