I understand both phrases, but the second phrase is a little awkward. The second phrase would sound more natural phrased as "He looks like he's Japanese."

“He looks like Japanese” would be wrong
If you say “He looks Japanese” and “He looks like he is Japanese”, it would mean the same thing :))

"He looks Japanese" is correct.
"He looks like Japanese" does not sounds natural.
You use “look like” with people to talk about their physical similarity with another person.
So "You look like your father" or "You look like Brad Pitt" would be examples using "look like".
Or, as others have mentioned, you can say "looks like" with a whole phrase after it.
As in "He looks like a cool person" or "He looks like he might be Japanese".

You have a good command of the English language. I've never heard any non-native speaker use the word "aight." I don't even use it, but it's perfectly natural.
