If someone says the phrase "Not so so much" alone, then they are usually answering a question and mean "very little." For example:
Bill: "Did you sleep well last night?"
Sara: "Not so much."
In this case, Sara is saying she didn't sleep much.
If someone says "Not so much A as B" then they are comparing two likely related ideas. Example:
Bill: "You must be excited about the interview."
Sara: "Not so much excited as anxious."
Both "excited" and "anxious" are emotions. Sara is saying that she feels more anxious than excited.
