How do you make sentences with... 何のことを聞きたいだ,例えば、 How do you make sentences with “as of July 1st?” Or How do you make sentences with “during heavy rain?” or How do you make sentences with “after I graduate from university?” (この答えがあまりよくなければ、ごめんなさい。)

AH! ; を使い方ですねえ? 英語が話せる人の中にはあまり分からないよ。ごめんなさい、英語だけで説明できる。Even native English speakers have trouble with this. The semi-colon (;) is used when two complete sentences are combined without a conjunction. So, “I have a big test tomorrow; I can’t go out tonight.” vs “I have a big test tomorrow, SO I can’t go out tonight.” Or “I have a big test tomorrow. I can’t go out tonight.” (I don’t know why we have this form, it confuses most of us.). ;)

The ; is only used in writing. In written English it shows that two clauses (which could stand alone as two sentences) are joined together to make one written sentence. So, “I have a big test tomorrow; I can’t go out tonight,” = “I have a big test tomorrow. I can’t go out tonight,” or “I have a big test tomorrow, so I can’t go out tonight.” Written language is really the only place where ; matters, so I’m not sure how to answer what you’re asking. This is the same sentence, just structured differently depending on if it’s written or spoken. (Really, learning to speak English the ; is so unimportant)
