It mostly depends on the way you use them. "During that time" could be used to reference a past time or a future time depending on the way used. However B and C are basically the same. Usually they are used to describe a present time action. For example, "In the meantime I'll just listen to music." Or "In the meanwhile I'll just read a book." Both are commonly used as an expression of passing time.

Yup. All the same. :) but you wouldn't say "in the meanwhile" you would just say "meanwhile"
