It is OK.
When speaking, it's completely neutral.
In writing, it leans more colloquial. If you are aware that it is a formal correspondence then you should definitely write it out.

I just wanted to add that even though it is colloquial, I don't know any individual that would feel personally disrespected if you shorten "is" when writing to them. It's just a rule that we have to follow and if it isn't followed, it reflects poorly on you. That said, no one cares on a personal level.
Also In the formal situations, writing it out applies to all contractions. So if you were writing a business letter:
can't -> can not
don't -> do not
he'll -> he will
how'd -> how would
etc..
