I've heard that they are basically the same thing, but "due to" is used for negative reasons like bad weather. Is it true?

They are basically the same. "Due to" is often used for negative reasons, yes, but can also be used for positive reasons. I think the biggest difference is that "due to" sounds very formal and robotic, like the type of speech you'd use in a letter, not in everyday conversation. "Due to Anna's outstanding academic performance, she has been chosen to receive this scholarship."
