A basic rule:
Could = 未来時制
Can = 現在の張力
But there are other uses.
Possibility:
Can と Couldとでは、その人が感じている確実性に違いがあります。Could というのは、Canよりできる可能性が低い時にもよく使います。
Ex. "It could rain"
( I believe your example "Who could it be." Belongs to this category.)
Politeness:
つまりCouldとはCanの丁寧語であると理解してください。
と言ってもCanももともと丁寧語です。
Ex.
"Can you open the door for me?"
"Could you open the door for me?"
( Your example "Where can he be" vs "Where could he be." Fits in this category. )

"It can be him" is incorrect.
"It could be him." is correct.
Examples:
人A: "Is that Jason?" --> 「それはジェイソンですか？」
人B: "It could be him." --> 「それは彼かもしれない。」
