What does "in a very liberal sense of the words" imply in this text?
Does it imply that Snoop's management wasn't done well and it caused a schism within the official community, leading to multiple unofficial communities?
Parallel to the project many events took place including schisms within third-party communities. These communities came into existence mostly due to Tsuki’s absence during long periods of time during which his friend Snoop took to representing this project, in a very liberal sense of the words.

Not necessarily, it's simply noting his lack of representation.
You could say that given the fact that he revealed the project was fake, he didn't represent the project well and hence the use of that phrase. But that's if he did so while still representing it. Not if he did it afterwards.
