"There is/are" means like, there is something on a place. For example.
"Do you see this bank? There are 2 persons."
"It is" descripes something. For example:
"This is a car. It is a blue car."

'It' refers to something previously mentioned, but also note that it can only be used for something singular. So 'it are' does not exist
