I wanted to go to the UK - you are talking from somewhere not in the UK, and the person you are talking to is also not there. "I wanted to go to the UK to visit a friend there but the flight has been cancelled".
I wanted to come to the UK - you are talking from somewhere not in the UK, and the person you are talking to IS there. "I wanted to come to the UK this week to visit you but the flights have all been cancelled".
Go and come are relative to the person being spoken to rather than where you are.
