There is a very subtle difference between the two forms of writing it. In terms of meaning, they both portray the same thing.
“relates to” is in the present form and is written in an active form, while obviously on the other hand “is related to” is in the participial form and is written in the passive form.
It is simply just preferential pick of which one to use in my opinion. In this scenario, using either form will express the same meaning in both sentences!
