You can use little as a quantifier, denoting the amount of something, whereas small denotes size.
The other deference in usage is, small can be used to form comparatives and superlatives, but little is just used as a description.
•Example 1:(using small)
He has a small neck.
•Example 2:(using little)
He was just a little old man.

"Small" and "little" are synonyms, but there are certain situations where one is used more often than the other.
- "Small" is used more often in general. It is more common than "little" in attributive constructions (e.g. "a small change," "some small differences" "the small dog") and in predicative constructions ("The difference between them is small," "This house is smaller than that one," "Your car is too small). In other words, "small" is the normal term that people use in most situations.
- "Little" can be used in all of the same situations, but it is far less common. Instead, "little" tends to be used in fixed expressions (mostly "a little (bit)":
"I'm a little (bit) tired."
"Just eat a little (bit)."
"Little" can also be used in the same way as "not much/enough" when the accompanying noun is a mass noun (= that noun can't be made plural, e.g. "water"). This usage can sound somewhat formal:
"There is little hope that this will not happen again" (= There is not much hope; "small" can't be used)
Summary: "little" is used only in certain specific expressions (and sometimes in formal speech and writing), while "small" is used in all other situations. If you're not sure which you should use, use "small."
